- Depending on the kind of business activity, first clearance from appropriate authorizing authorities other than DED (e.g., Dubai Municipality, RTA, or Telecommunications Regulatory Authority).

- Complete and notarize the local service agreement form with the UAE national. If the agreement is in Arabic, a legal translator’s seal is not necessary. Furthermore, make sure to include the sponsor’s set yearly costs in the agreement.
- Create and sign a Memorandum of Agreement (MoA) with the local sponsor. The Memorandum of Agreement should include everything you and your sponsor have agreed on.
- Obtain Dubai Municipality permission for the tenancy contract. Prepare and submit the necessary documents: the BR1 form, the name reservation certificate, the initial permission from DED, the Ejari registration, a copy of the leasing agreement, and copies of the business owners’ and/or partners’ passports.
- Submit to DED the certified paperwork and MoA, as well as passport copies and NOCs of expatriate owners/partners.
- Make your payment. You will receive the license after the final payment voucher (for one year) is provided.
